Legislative Accomplishments

The Association's prominence in the employee field is characterized not only by its cumulative successes, but also for the steadiness of its accomplishments. Although the Legislature meets only every two years, we have been able to obtain many objectives. There are also many unheralded and unrecorded activities the Association has engaged, including the correcting of defects, modifying some rules, and aiding in many unmentioned activities that affect the common welfare of all members. In this respect it can be stated that the organization has played an active and decisive role in the conditions and benefits which affect state government. 75TH LEGISLATURE--1997

SALARIES:
$100.00 across the board, first year of the biennium only. Nothing in the second year.

INSURANCE:
Remained the same for active and retired employees,100% for employee and 50% for dependents.
Uniform Group Insurance (employee's contribution) increased slightly for FY 1998.

OTHER BENEFITS:
No loss of benefits.

LONGEVITY:
was increased from 25 years to 40 years, to be absorbed by the agency.

PER DIEM:
Benefit was increased from $55.00 to $70.00 for overnight lodging.

RETIREMENT:
ERS benefit multiplier is permanently increased from 2% per year of service to 2.25%. Persons retiring between August 31, 1996 and September 1, 1997, will receive a 12.5% benefit adjustment - the equivalent of retirement with the 2.25% multiplier, effective after September 1, 1997. Employees will be eligible to retire under the "Rule of 80" (age plus years of service equal at least 80). Provision applying to employees of DHS, TWC and MHMR whose positions are eliminated as a result of privatization. Employees who can retire with the addition of three years to their age and service will be able to retire, with three years of service credit added to their benefit. Employees who would be eligible to retire if five years were added to their age and service will be eligible to retire on the date they would have retired, had their position not been privatized. The Legislature granted a "13th" check to retirees in fiscal year 1998. ERS Trustees can grant one in fiscal year 1999. Purchase of service, such as service that has been refunded and military service, will be easier, with more flexibility and options for payment. When a person retires and sick leave is converted to service credit, a partial month of sick leave will be converted to a month of credit. Members may purchase service credit in the ERS for a partial month of military service. The ERS Board has additional authority to provide accelerated life insurance payments for terminally ill employees. The Proportionate Retirement Plan allows the governing body of a public retirement system for all cities to participate in the proportionate retirement program. The governing body in the city would have to adopt a resolution to participate in the program and would be required to justify to all other participating systems. The effective date of participation would be the first day of the month after the city notifies the other systems of its desire. The counties are already in the system.

74TH LEGISLATURE--1995

SALARIES:
No salary increase across the board. Merit increase will be allowed if agency can fund the amount.

INSURANCE:
Insurance remained the same for active and retired employees. The bill to pay the retiree spouse insurance after the death of the retiree failed. We will work on this in the next session.

OTHER BENEFITS:
All benefits were maintained as in the past years. Social Security was changed from state paying a portion of your social security to you paying all of your own social security, but the state will pay the employee a supplement to offset any loss in take-home pay. New employees hired after September 1, 1995, will not receive the supplement.

PER DIEM:
No additional benefits in this session.

RETIREMENT:
All retirees who retired at the 2% or less level will receive a 12.5% increase in their annuity beginning January 1, 1996. The 2.25% incentive retirement will stop August 31, 1995. Those who retire between September 1, 1995 and August 31, 1996 will retire at the 2% level, but anyone who retires within the next 12 months may receive the 12.5% increase one year from date of retirement. This is a delayed ad hoc increase for retirement. The second year of the biennium, retirees may receive a 13th paycheck based on 10% for each year retired. This check may be mailed out sometime in December, 1996.

There were several bills defeated during the session that would have been unfavorable for both active and retired state employees.

73RD LEGISLATURE--1993

SALARIES:
No salary increase across the board.

INSURANCE:
The formula for State's share of health premium remained the same (100% for employee and 50% for dependent coverage). Dental insurance for state employees; employee pays full premium.

OTHER BENEFITS:
No additional benefits, but there was no loss of benefits.

PER DIEM:
No additional benefits, but no loss of per diem

RETIREMENT:
Increase from 2% to 2.25% for each year of service for those who become eligible to retire between September 1, 1993 and August 31, 1995. Early retirement incentive. Retirees received a 13th paycheck based on number of years retired.

72ND LEGISLATURE--1991

SALARIES:
Sept. 1, 1991--3% salary increase for all state employees including non-academic college and university employees if funds are available. Nov. 1, 1991, 2% was found and given to all state employees. On Aug. 1, 1992 the other 1% was given to all state employees, making the 3% total.
Sept. 1, 1992--3% salary increase for all state employees including non-academic college and university employees if funds are available. Dec. 1, 1992 funds were certified and the full 3% was given to all state employees. Merit pay 0f 3.4%, but not funded.

INSURANCE:
Sept. 1, 1991--State's contribution for group health insurance was increased for employees only $152.09, for dependent coverage state's contribution will be at 40% of premium.
Sept. 1, 1992--State's contribution for group health insurance employees only was increased to $178.23; for dependent coverage, State's contribution will be at 50% of premium.

OTHER BENEFITS:
Parental leave of up to six weeks for birth of a child or the adoption of a child. Electronic funds transfer for TPEA dues by the Comptroller. Direct deposit of check if in group 8 or above (some restriction).

PER DIEM:
No additional benefits.

RETIREMENT:
Retirees received an annuity increase of 1% to 65% depending on date of retirement. Vested in retirement system after 5 years of service. Maximum credit toward retirement increased from 40 years at 80% to 50 years at 100% of salary. Members may retire without penalty with 30 years service and 50 years of age, or 55 years old and 25 years service. Retirement will be figured on highest 36 months salary. Increased minimum annuity to $150.00 per month. Provides for a reduced lifetime survivor benefit option to pop up to the standard annuity if the nominee predeceases the retiree. Removes the age limitation of age 60 for non-occupational disability. Offers disability annuitants the same option as service annuitants. Repeals the section which requires a disable annuitant to report outside earnings. Authorizes optional plans including but not limited to dental plans to be included in the UGIP whereby premiums for such plans would be paid in full by the insured, with payroll deduction. Permits a retiree to take a position in the employee class for nine months rather than six months. Permits ERS trustees to adopt rules to adjust or modify annuities to the extent necessary to be consistent with changes in plan design. Allows retirees to vote in the election of the ERS trustees. This sets up a tax-exempt money market mutual fund for active and retired state employees in the State Treasury Department. This bill allows the dependents living in an area that does not have HMO's to get into the State Employee Group Insurance plan without evidence of insurability.

HMO's follow above contribution. Allows state employee to transfer without evidence of insurability when transferring from higher education to classified or from classified to higher education.

OTHER BENEFITS:
Sick leave pool created, employees may contribute up to 3 days each fiscal year. Catastrophic illness or injury may draw up to 90 days or 1/2 of the pool which ever is less. The State can pay for AIDS testing for those exposed on the job. Child care will become more available for state employees. Employees traveling on state business will be exempt from the hotel/motel tax.

PER DIEM:
Sept. 1, 1989--private car mileage increased to $.24 per mile. Mileage will float with federal rate between $.21 and $.25 per mile.

RETIREMENT:
Sept. 1, 1989--5% annuity increase for those retiring before Nov. 30, 1986. The increase will be permissive through May 30, 1987. (HB40 Group). The trustees can raise the rate to 2% for first 10 years of service. One month retirement credit for each 320 hours of unused sick leave upon retirement only. Those selecting the standard annuity and die before the employee's contribution is withdrawn will have the remaining balance paid to their estate.

70TH LEGISLATURE--1987

SALARIES:
Sept. 1, 1987--more take home pay with ERS flexible benefits plan when implemented.
Sept. 1, 1987--No salary increase.
Jan. 1, 1988 --More take home pay with tax sheltering of ERS contribution.
Sept. 1, 1988--3% salary increase for all state employees including nonacademic college and university employees. This was taken away at a later date.

INSURANCE:
Sept. 1, 1987--State's contribution to group health insurance increased from $85.00 to $100.00 per month.
Sept. 1, 1988--State's contribution to group health insurance increased from $100.00 to $115.00 per month.

OTHER BENEFITS:
Sept. 1, 1987--MLK Jr. birthday dedicated as holiday in lieu of any other holiday. Maximum carry over of vacation leave increased by 40 hours. Employees liability of $10,000.00 in defense of a single criminal action claim. SDHPT contracts with private sector in FY 1989 reduced from 35% to 10% saving 800 jobs.

PER DIEM:
Sept. 1, 1987--out-of-state travel set at federal rates.

RETIREMENT:
Sept. 1, 1987--5% annuity increase in retirees annuities. State contribution decreased from 7.4% to 7% (reverting back to 7.4% in next biennium). ERS trustees authorized to increase retirement formula for first 10 years from 1.5% to 1.8%. Permitting those retiring on Nov. 1, 1986 to May 31, 1987 window to go back to work for the state if they desire.

69TH LEGISLATURE--1985

OTHER BENEFITS:
Addition of MLK Jr. birthday as an optional holiday. SDHPT employees on ferry boats received retirement taken away when state assumed operation.

RETIREMENT:
Sept. 1, 1986--5% annuity increase for those who retired before 9/1/83. Percent of credit for first 10 years increased from 1.5% to 2% for those retiring between Nov. 1, 1986 and May 31, 1987.

68TH LEGISLATURE--1983

SALARIES:
Sept. 1, 1983--4% salary increase for all state employees including nonacademic college and university employees.
Sept. 1, 1984--3% salary increase for all state employees including nonacademic college and university employees. Merit pay 3.4% from existing funds.

INSURANCE:
Sept. 1, 1983--State's contribution increased from $58.00 to $70.00 per month for both active and retired state employees. ERS will contribute $2.00 per month. ERS trustees given flexibility to make adjustments in group health plan to help keep premiums down.
Sept. 1, 1984--State's contribution increased from $70.00 to $85.00 per month. Plus $2.00 per month from ERS.

OTHER BENEFITS:
Political activities bill frees state employees to participate in political campaigns on own time. Protection of employees who report violation of law on job. House and Senate passed resolution asking the President and the Texas delegation in Congress to oppose PEPPRA.

PER DIEM:
Per diem remain the same at $40.00 without receipts, but increased from $60.00 to $70.00 with receipts per day.

RETIREMENT:
Sept. 1, 1983--retirees received a 6% increase for those who retired before Sept. 1, 1982.

67TH LEGISLATURE--1981

SALARIES:
Feb. 1, 1981--Emergency salary increase of 5.1% for all state employees with a floor of $50.00 per month.
Sept. 1, 1981--salary increase from 10.2% to 18.0% including the emergency to be given to all state employees.
Sept. 1, 1982--salary increase of 8.7% for all state employees. Merit pay of 3.4% from existing funds.

INSURANCE:
Sept. 1, 1981--State contribution increase from $40.00 to $48.00 per month for employee health insurance.
Sept. 1, 1982--State contribution increased form $48.00 to $58.00 per month for employee health insurance.

OTHER BENEFITS:
State paying social security at 5.85% on first $16,500.00 and extended over 12 months. Full funding of career incentive pay at $4.00 per month for each year up to a maximum of $100.00 per month. One holiday added: Emancipation day, others protected. Hazardous duty pay increased $1.00 per month for state law enforcement personnel. Twice a month pay in Group 11 and below if requested by 30% of those eligible. (DHR, MHMR, SDHPT, and TEC). Direct deposit of pay check monthly only (voluntary).

RETIREMENT:
Feb. 1, 1981--Emergency increase of 5.1% for all retirees.
Sept. 1, 1981--all retirees received from 3% to 15% annuity increase depending on retirement date.

66TH LEGISLATURE--1979

SALARIES:
Sept. 1, 1979--5.1% salary increase for all state employees including nonacademic college and university employees who make $15,000.00 or less per year.
Sept. 1, 1980--5.1% increase for all state employees including nonacademic college and university employees.
Merit pay 3.4% to be used from lapsed funds.

INSURANCE:
Sept. 1, 1979--State's contribution toward employees group health premium increased from $15.00 to $35.00 per month.
Sept. 1, 1980--State's contribution toward group health premium increased from $35.00 to $40.00 per month.

OTHER BENEFITS:
The State will continue to pay the employees' social security at the rate of 5.85% for first $16,500.00. Career incentive for employees to receive $4.00 per month for each year of service up to and including 25 years of service with a maximum of $100.00 per month. Two holidays were added: Election Day (the first Tuesday in November, 1979 and 1980); Emancipation day will be observed as a holiday on June 19, 1980 and 1981.

PER DIEM:
Private car mileage raised to $.20 per mile. Per diem for in-state travel increased from $30.00 to $40.00 per day.

RETIREMENT:
No additional benefits.

65TH LEGISLATURE--1977

SALARIES:
Sept. 1, 1977--a 3.4% increase for all state employees including nonacademic college and university employees making less than $12,000.00 per year.
Sept. 1, 1978--3.4% increase for all state employees including nonacademic college and university employees making less than $12,000.00 per year. Merit pay of 3.4% to be paid from lapsed funds.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Effective Sept. 1, 1978, State will pay employee's social security contribution which will give state employee a 5.85% increase in take home pay. Annual leave can be accumulated up to two years. Overtime given as straight time during the biennium. Four day Thanksgiving holiday by trading Jan. 19th. Central job posting in Travis County.

PER DIEM:
Private car mileage raised to $.18 per mile. Per diem raised to $30.00 per day for instate and $40.00 per day for out-of-state travel. $15.00 partial per diem.

RETIREMENT:
Increased annuity for retirees depending on length of service and number of years retired. Benefits increased by changing the base for calculation to highest 36 months of compensation of last 60 months of service.

64TH LEGISLATURE--1975

SALARIES:
Feb. 1, 1975--Emergency salary increase of 9% and 13% for all state employees depending on group classification of employee.
Sept. 1, 1975--5.2% increase for all state employees including college and University employees that are nonacademic who make less than $10,000.00 per year.
Sept. 1, 1976--6.8% increase for all state employees and nonacademic College and University employees making less than $10,500 per year. Maximum of $1,800.00 in line item or exempt positions. Merit pay of 1.7% to be paid from lapsed funds.

INSURANCE:
Group Health Insurance enacted with the State paying $15.00 of premium.

OTHER BENEFITS:
Advanced travel pay established. 1/2 of accumulated sick leave paid on termination of employment. Increased earned vacation time. Education fund established by agency. Overtime benefit established. Night shift pay established. Longevity for law enforcement. Increased legislators salary to $600.00 per month, and per diem to $30.00 per day.

PER DIEM:
No additional benefits.

RETIREMENT:
Increased benefits to as much as 55% for 30 years of service. Increased state share of contribution from a maximum of 6% to 10%.

63RD LEGISLATURE--1973

SALARIES:
Sept. 1, 1973--Salary increase for the following groups:

Groups 1 - 7 10.2% increase
Groups 8 - 21 6.8% increase

Hourly employees received a proportional rate of increase. College & University employees nonacademic salary increase up to $6,500.00 per year received a 10.2% increase. From $6,501.00 to $9,500.00 per year received a 6.8% increase. From $9,501.00 per year received a 3.4% increase.
Sept. 1, 1974--3.4% for all state employees including nonacademic Colleges and Universities employees. Merit pay approved proportionately for groups 2-7, 8-12, and 13-21.

INSURANCE:
State insurance coverage extended to retirees of Central Education Agency, Texas Rehabilitation Commission, and Coordinating Board. Tax sheltered life insurance and annuity approved. Workman compensation insurance coverage extended to all state employees.

OTHER BENEFITS:
Longevity (Groups 2-7) employees with 5 or more years of continuous service to receive additional 3.4% but not to exceed step 8.

PER DIEM:
Private car mileage increased to $.12 per mile. Per diem increased from $14.00 to $18.00 per day.

RETIREMENT:
Employees may retiree at age 55 with 30 years service without reduction from age 60. Annuity increase for retired state employees as follows:

Retired prior to 9/1/71 received an 8% increase.
Retired between 9/1/71 and 8/31/72 received a 6% increase.

Minimum annuity to be at $65.00 per month level.

62ND LEGISLATURE--1971

SALARIES:
Sept. 1, 1971--all state employees received a 6.8% salary increase.
Sept.1, 1972--all state employees received a 6.8% salary increase.

INSURANCE:
Provided for the State to contribute $12.00 on health and life insurance for employees only.

OTHER BENEFITS:
Provided for unemployment compensation for all state employees.

PER DIEM:
Per diem raised from $14.00 to $16.00 a day for in state travel, and from $17.00 to $35.00 a day for out of state travel. Partial per diem was set at $7.00.

RETIREMENT:
All retirees received a set percent increase for annuities depended on date of retirement.

SALARIES:
Sept. 1, 1969--all state employees received a 6.8% salary increase.
Sept. 1, 1970--all state employees received a 3.4% salary increase.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Provided for holidays that fall on Sunday to be taken on the following Monday. Provided that all accumulated vacation and 1/2 of accumulated sick leave be paid to the spouse on the death of an employee.

PER DIEM:
No additional benefits.

RETIREMENT:
No additional benefits.

60TH LEGISLATURE--1967

SALARIES:
Sept. 1, 1967--classified and hourly employees were guaranteed a minimum of 14% salary increase; minimum salary of $3,216.00.
Sept. 1, 1968 all state employees received a 3.4% salary increase. There was no money for merit increase, but did provide a loosening of requirements for promotions.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Provided some agencies to pay for the moving of household goods and other personal effects of officers or employees moved for the convenience of the state. Sick leave was expanded to include illness of a member of the employee's immediate family. Added memorial day as another state holiday. Provided for a Constitutional amendment to allow non-elective state officers and employees to hold other non-elective position under this State or United States.

PER DIEM:
Private car mileage changed from $.08 per mile to $.10 per mile. Per Diem for instate travel changed from $12.00 to $14.00 per day, and out-of-state travel from $15.00 to $17.00 per day.

RETIREMENT:
Provided for a Constitutional amendment to give the Legislature the authority to raise the retirement contribution and matching money from 5% to 6%.

59TH LEGISLATURE--1965

SALARIES:
Sept. 1, 1965--one step salary increase for classified state employees (3.4%).
Sept. 1, 1966--one step salary increase for classified state employees (3.4%). Minimum salary of $200.00 per month. Merit increase allowed from turnover money.

INSURANCE:
No additional benefits

OTHER BENEFITS:
Minimum step under longevity for Highway employees reduced to three years for beginning and a maximum of 20 years raised to $35.00. Provided state vehicle drivers shall be immune from the requirement of having driver's responsibility insurance when driving state vehicles.

PER DIEM:
$12.00 per day for travel with hotel receipts. Without receipts per diem limited to $7.00 per day.

RETIREMENT:
No additional benefits.

58TH LEGISLATURE--1963

SALARIES:
Sept. 1, 1963--all state employees received a $10.00 per month salary increase. Provided a realistic salary schedule. Extended classification to include employees for the State Hospital and Special Schools. Provided the department heads the authority to grant merit raises. Provided two additional steps in the salary schedule, with eligibility for these steps based on years of service.
Sept. 1, 1964--no additional salary benefits.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Provided for state employees with 15 years of state service to be given three extra days vacation per year. Provided parking space behind the capitol for state employees. Permitted Headquarters Office of State Department to close on Saturday morning, except for emergency.

PER DIEM:
No additional benefits.

RETIREMENT:
Provided the Retirement Act that benefits shall be exempt from garnishment. Provided for an increase in retirement contributions and benefits as well as permits the elected officials to participate.

57TH LEGISLATURE--1961

SALARIES:
Sept. 1, 1961--provided for job classification for all state employees. All employees received a 3.4% salary increase. All employees not frozen or red-lined shall receive one full step raise or a raise sufficient to bring them to the top of their group.
Sept. 1, 1962--if funds are available, the employee may be raised a portion of an increment up to his/her next bracket. Funds were available and all state employees received a 3.4% increase.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Provided for constitutional amendment modifying the prohibition against state employees serving in position of honor and trust to be voted on in Nov. 1992. Provided a 40 hour work week for employees of state hospitals and schools. Longevity for hourly employees of Highway Department at the rate of $1.00 per year per month in five year brackets not to exceed $20.00 per month. Vacation increased to 10 working days after six months service with three additional days after 15 years of service.

PER DIEM:
Travel out-of-state at $15.00 initiated on crossing state line.

RETIREMENT:
Employees with less than five years service who withdraw funds from the Employees Retirement System, shall receive earned interest. Permits terminated employees upon re-employment by the state to be reinstated and receive credit for prior years service by paying back withdrawals with penalty.

56TH LEGISLATURE--1959

SALARIES:
Sept. 1, 1959--$180.00 raise per year for those making between $2,400.00 and $6,000.00 per year.
Sept. 1, 1960--all state employees received a $10.00 per month raise.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Permits state employees to communicate with legislators. Work with state officials in working out an agreement with banks to hold General Fund Warrants instead of the warrants being discounted. Increase benefits under workman compensation for highway employees.

PER DIEM:
Travel $8.00 per day in-state and $15.00 out-of-state travel. Private car mileage increased to $.08 per mile. Provided a comprehensive travel bill.

RETIREMENT:
Provided an investment fund for State Employees Retirement System. Clarification of reciprocity between ERS and TRS.

OTHER BENEFITS:
Previously gained concessions of vacation carry-over, sick leave hours transfer were retained. Clarification of banking holidays which deprived state employees of two holidays.

RETIREMENT:
Constitutional Amendment revising the retirement act providing for an election to be held on Nov. 5, 1957 providing for the enabling legislation if constitutional amendment passes. Effective date Sept. 1, 1958. Constitutional amendment passed by large majority vote.

54TH LEGISLATURE--1955

SALARIES:
Provided for spot raises for some state employees.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Providing for state employees to be covered under social security.

PER DIEM:
Travel per diem $7.00 and based on $3.50 for each 12 hours or fraction thereof beginning at midnight. No allowance is made unless employee is away from Headquarters for more than six hours.

RETIREMENT:
Reciprocity between ERS and TRS. Provides that a state employee with 30 years service may select a nominee in the retirement system, and select a retirement option.

53RD LEGISLATURE--1953

SALARIES:
Feb. 1, 1953--$10.00 per month emergency raise for all state employees making less than $10,000.00 per year.
Sept. 1, 1953 a $15.00 per month salary increase for all state employees. State Hospitals and Special Schools may transfer funds in order that their employees receive $15.00 per month raise.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Holidays in Article 4591 and those declared by the Governor be re-enacted and added to Article 4591. Holidays that fall on Sunday be observed on the following Monday. Hourly employees with six months service may have holidays with pay. Sick Leave 8 hours per month with accumulation of two years. Vacation may be transferred from one Agency to another, also vacation may be carried forward for two years. Employees may not receive pay until they have signed an oath concerning subversive organization. State employees may go to summer camp for military training without loss of pay or vacation. Hourly state employees who have been employed with the state for six months shall be entitled to a vacation. Office working state employees will have a 40 hour work week.

PER DIEM:
Private car mileage will be reimbursed at the rate of $.07 per mile.

RETIREMENT:
State employees who originally signed a waiver and who have been continuously employed by the state may within on year elect to join the Retirement System and buy back their time within a five year period. Law Enforcement Officers may retiree at the end of 20 years at a reduced rate.

52ND LEGISLATURE--1951

SALARIES:
Sept. 1, 1951--10% salary increase on first $2,400.00 on salaries of less than $5,000.00 per year.
Sept. 1, 1952--no salary increase.

INSURANCE:
Retirees may authorize premium deduction from their retirement allowance for group health.

OTHER BENEFITS:
Re-employment of state employees who entered the military service.

PER DIEM:
No additional increase.

RETIREMENT:
Retirement Board permitted to raise prior service from 2% to 3%. State employees who have returned to work since Sept. 1, 1949 will be eligible for prior service credit if they work for five years.

SALARIES:
Feb. 1, 1949--15% emergency salary increase on first $3,000.00 per year including Higher Education non-academic employees. Salary increase for county employees.

INSURANCE:
No additional benefits.

OTHER BENEFITS:
Military leave up to 15 days for summer camp.

PER DIEM:
Remove the $.05 per mile statutory limitations on mileage.

RETIREMENT:
Reducing the number of years from 20 to 15 to be eligible to retire. Increase prior service allowance from 1 1/4% to 2%. State employees to be elected to the Employees Retirement Board. Reduce the waiting period for new employees to join the Retirement System from 9 months to 90 days.

Group Life Insurance without medical examination--premiums paid by payroll deduction. Employees pay full premium.

RETIREMENT:
State Employees may become members of Employees Retirement System.
