EMPACT - TPEA's Political Action Committee
Quite simply, EMPACT is the political arm of the Texas Public Employees Association (TPEA). EMPACT is a political action committee or PAC. Just as doctors, realtors, and trade groups participate in PAC's, the public employee has EMPACT on their team through TPEA. Contributing to EMPACT is another way for TPEA members to effectively participate in the political process.
The passage of a bill into law is a complex interaction. As a public employee, it's a process you need to know about, because action by our legislature directly impacts your salary, working conditions and benefits.
The Texas Legislature is your ultimate boss!
In the legislative process, bills are introduced by members of the Texas House of Representatives and Texas Senate. Those bills are assigned to a committee which studies the content. There may be hearings on the bill. If hearings occur, citizen groups trade associations and concerned citizens testify before the committee on the positive or negative impact of pending legislation.
If the bill is approved in committee, it moves to the floor of the Texas House of Representatives, or the Texas Senate. More public debate takes place, and supporters and opponents of the bill speak out.
Along the way, amendments may be added, or language in the bill may be changed. Putting a different word or two into a bill can drastically change its meaning.
If the bill is passed by both the Texas House and Senate, it goes to the Governor for signature - or veto. If signed, it becomes law. If the bill is vetoed, it's dead, unless a two-thirds majority vote by both houses of the legislature override the veto.
Responsible and informed contact by citizens with their legislators is a foundation of our democratic process. As an individual citizen and public employee, the power of numbers through TPEA and EMPACT make a big difference.
